The Times reported on Wednesday that Chelsea paid Barkley's agent £7m on top of the £15m received by Everton to secure the deal. Insolvency lawyers would mutter phrases such as 'transactions at undervalue' and suspicions would be raised that, somewhere, books were being cooked.

Anderson tells FA chairman Greg Clarke and Premier League executive chairman Richard Scudamore that an investigation is warranted in order to "reassure fans that transfers will be monitored more closely in future and that no individuals are benefitting inappropriately". Acting in conflict of interests, in most professions a significant sin, is not only permitted but welcomed; structuring or stage managing transfers to undervalue an asset is merely demonstrating one's prowess.

He goes on to suggest that the circumstances surrounding the transfer warrant "serious investigation", adding that "there seems to be at least a public perception that collusion has taken place".

Asked about Chelsea's move for Barkley, club legend Lampard told the Daily Star: 'I think it's a good signing.

After not playing a game in the intervening months, the England midfielder sealed his switch when the transfer window opened last week - but for a much smaller figure of £15 million.

He claimed: "At best, this represents a very poor deal for Everton Football Club".

It is from there that he went from strength to strength and built up a very strong relationship with everyone involved with the Toffees but now, it's a completely different prospect at a club where he isn't seen as one of the 'star players'.

He is recovering from a lengthy spell out with a hamstring injury and is yet to play this season.

For Barkley's new club though, £22m for the player and agent fees is still a bargain, and more importantly, a saving of £13m on the fee they were originally going to pay Everton.

'He has started to have training sessions with us to understand our idea of football we must be pleased.
