Tillerson is meeting with South Korean Foreign Minister Kang Kyung-wha in the Philippines on the sidelines of a regional summit.

On Tuesday, the state-run China Daily cited unnamed sources as saying Vietnam had tried to hype up the reclamation issue in the communique, pointing out that Vietnam has accelerated its land reclamation in the South China Sea.

Kang met with U.S. Secretary of State Rex Tillerson on Sunday and both expressed satisfaction with the passing of the tougher U.N sanctions. Kang is thanking the USA for consulting with South Korea on the sanctions.

Pyongyang also clarified that the nuclear program was prepared against a possible threat from the US, but it is ready to go on the offensive against countries that join the U.S.
